Layer level modulation re-trig.

Hello everyone,
First of all, not sure if this is the right place to post this question.
Anyway, as I understand it modulation on the layer level can’t be retriggered due to the fact that it doesn’t support ‘per-voice’ modulation or something like this. My understanding is tenuous at best, sorry.
But since you can’t add modulating FX’s like Phasers, Thorus etc.. on keygroups how do we use modulation sources (LFO for example) that will re-trigger?
